People made a law to feel better about the rainfall.

Everyone had to kiss when the clouds broke apart.
From that day forward, a lot of people were happy
when it rained, and others were crying out in sorrow.
Enforcement of the law was hard because
most people kissed with their eyes closed.
Many complained that the law was unfair.
The rain was bad enough without loving.
A majority voted the law down.
The next time it rained, some
leaned their heads back, and
stuck out their tongues. The
rain didn't kiss back at first.
